There are 8 seeded teams. From the CYSA State Cup Rules:

The previous year’s CYSA State Cup Champion will be seeded #1, the previous year’s CYSA State Cup Runner Up will be seeded #2, the determining factor as to the order of the remaining quarter-finalist teams shall be determined by the results of the semi-final or quarter-final games in which the teams participated in during the previous year’s CYSA State Cup Tournament. The #3 and #4 seeds will be the nonadvancing semi-finalist teams and will be seeded third and fourth based on the following tie breakers: 1) Goal differential, goals scored versus goals allowed, (if one team lost 0-4 (-4 goal differential) and the other team lost 1-3 (-2 goal differential), the team with the 1-3 loss would be the #3 seed). 2) Least goals allowed. 3) Most goals scored. 4) Coin toss. Tie breaking procedures will begin with (1) and continue in numerical sequence to (4). When one of the tiebreakers shows a differential between the teams, the prevailing team shall become the #3 seed immediately without continuing to any other tiebreakers. Seeds #5, #6, #7, and #8 will be the non advancing quarter-finalist teams and will be seeded in order based on the tie breaking system used for determining the third and fourth seeds.

This year it was like this:

4. Bay Oaks Bombers
5. PAC United
6. Santa Clara Sporting
7. Mustang Fury '96
8. Placer United

Then they snake the brackets so: 1, 4, 5, and 8 are on the same side and 2, 3, 6 and 7 on the other side. 1 and 2 are set up so they would not meet until the Championship match if they both won all of their prior matches. 1 and 4 are set up so that they would not meet until the Semifinals if they each won all of their prior matches and on the other side of the bracket 2 and 3 would not meet until the Semis. All teams that register and are not in the Seeded Group are randomly drawn with a bingo ball machine.
